Is it a design flaw or the lack of an alternative method of going from a lower or upper location??And for that mater, why don't elevators go sideways like the "Wonkavator"??

Actually, stairs don't go anywhere at all. They're just there - even the one in the middle where Christopher Robin sat, which "wasn't really anywhere, it was somewhere else instead."
Some elevators do go sideways - fortunately not more than about an inch, and there are some which go THAT way (point, point) at airports. They're to confuse terrorists, just like the lady with the very foreign accent who makes all those announcements I can never understand.

What about the elevators in the Arches in St. Louis Mo. they don't go up and down are across, but follow the arches.
