I think that is a great ideal, I never heard of anyone ever having a pet waste removal service before, may come in handy with pet loving Apartments whose managers are going nuts with pet owner tenants that seems to be on the lazy side to pick up after their own pets.

I've read some of the answers. Here's my 2 cents worth of thought.
Why would one want to pay for pet waste service? I can just dumb them in my backyard, front porch or garden as manure. I know in some states there are such services available but I don't think it took off well. Do some more research on it and see if its feasible.

While you at it...ad another service: walk their pets! The wealthy elderly would appreciate that. While you at it...do their grocery shopping...While you at it....mow their lawns. I think it's a great idea removing animal waste.... good luck!

no offense, but i dont think it would work as well as it did in King of the Hill.
However, if you are serious, I guess you would have to find a place that had an issue with pet waste and would be willing to pay for it. As an economist, I dont see it happening.
