I think jeff hardy has proven himself worthy of a title but not against cena. it would be against hbk

I think if Jeff Hardy can prove he can stay clean he should get a shot. The WWE does not need another embarrassment like RVD gave them when he held the belt so Jeff would be a risk. I think Kennedy could be a Raw champion too. He would be wasted on Smackdown as champ. Also RKO as a heel champ would be good. I hope Shawn beats Cena and they keep the belt of him for at least 4 or 5 months. I also think Kane deserves a decent title run.

Randy Orton might make his way back up there but in personal opinion Hardy would look good vs HBK or Edge or Orton.... but he needs to lose fat first...
