Peanut butter works pretty good. It's oily and the gum slides out.

No, applying a chemical that is capable of eating the skin off of you, would be a bad idea. You can either soak the hair in soapy water, or just cut it out. I would go with cutting it out, they wont complain about the pain they are in, because removing gum from hair either way you do it is painful for the kid. Just cut it out, if it is going to leave a bald spot, shave their head and then next time they will be more careful.
Thats what ended up happening to me when I was 5 years old, only they tried pulling it out, needless to say I can still remember how much it hurt. Instead I just got a buzz cut and pretty much stayed away from gum, or atleast made sure it was out of my mouth before I went to sleep.

Instructions
STEP 1: Put ice cubes in a plastic bag.
STEP 2: Apply ice cubes to gum until gum freezes and hardens.
STEP 3: Gently break gum away from the hair.
STEP 4: If the freezing method fails, apply a small amount of nontoxic oil, such as canola or olive oil, to hair around gum and to gum itself.
STEP 5: Massage oil into hair and gum; leave for 20 minutes.

I've seen this happen many times. Do yourself a favor, pull out what hair you can and just cut out the gum. It'll grow back, and you might not even notice it.
