YES, you never date a friend's ex, this is a no-no.
As for the friend's brother, that's different and see nothing wrong with that.
However, I suspect these are crushes and will go away. You're very young to be dating, why not just be friends with all of them and have fun together, like kids your age should be doing. You will only get hurt and perhaps lose your friend. Lots of time ahead for the dating scene when you're a little older. Hope this helped.
