Absolutely. I don't find it unreasonable for intelligent life to not announce its presence.

currently we maybe the smartest in the earth but it does not mean we are intelligent.
We only think we are intelligent as other are below us.

Hmm...I'd say so. We can't all be brainiacs, but that doesn't mean we all are not or cannot be intelligent.
