I don't know what's wrong with my mower. I've had it for about 3 years now. I have a throttle free mower and when I start it up it sounds like it's trying to catch. It sounds like Vroom......vroom.....vroom like I'm in my car parked, but pumping the acelerator slowly. I've changed the spark plug and today I bought a new oil foam to replace the old one. When I'm mowing and I look down I do see his switch that is moving back and forward as the mower makes that noise, but I have no clue how to fix that. Any help?

What your mower is doing is called "hunting and surging" . The lever on the side is actually part of the throttle. What is happening is that the mower is looking for the optimal setting, but it goes past it and slows down to only have to speed up again. If you look at the carburetor, you will find a bowl under it. Clean that out and if that does not solve your problem, take it to a small engine mechanic to have the carb cleaned.

If it was siting out side and in the rain for the past 3 years , it could be your magneto, could have rust on the surface panels . The magneto is an integral part with the pull line and flywheel to start the mower , you have to remove the cover and have a flywheel puller to take it out and clean the inside where the magneto and the points are located and may be change the condenser .

Pour out the old gas, clean inside of tank with rag or paper towel then refill with fresh fuel. You may have some water in tank or bad fuel causing the problem.

You might check the air filter as well. It may be clogged with dirt or oil.
