While the vehicle is in motion the air is forcing the water back towards the rear of the vehicle. Most vehicle's windshields are held in place by a polyurethane rubber compound. In some cases the the adhesive looses its bond, therefore when the vehicle is not in motion, & given the slope of the roof, the moisture runs forward & seeps through the gap.
