No. Some just do applications, but resumes' help. For one thing, it shows you took the time to do one, and it helps to answer questions about you. If you want a particular job, tailor your resume' to reflect the experience you have that relates to that job.

It depends on the job. Most jobs where you get paid hourly you just fill out the application. Most jobs where you earn a salary or requires a degree you need a resume. Its safe to assume that jobs that require a resume will be more interesting and better paying than jobs that require an application.
