First of all, arm strength may decrease your speed. Its all about your arm/hand speed. One thing people havent mentioned it the planting foot. You have to make sure that you land on the toe of your foot and not your heel. This is very hard to corret if you have been landing on your heel. Some major league pitchers cant plant with their toe, simply beause they have been planting with their heel all their life. But instead of worrying about increasing speed, you could focus on other things to improve you pitching. The best pitchers arent the best because they throw the ball fast. They are good because they have an accurate arm, and also they have lots of movement on the ball. Those are things that are easier to improve than gaining speed on your pitches. The key to pitching is keeping hitters of balance and guessing. Having a good curveball, and a good change-up will improve your fastball too. A good example of this Fernando Rodney, of the Tigers. Yeah he can throw the ball 100 MPH but he developed a nasty change up in the past few years, and that makes his fastball look even faster. So I would say work on developing your offspeed pitches, instead of working on gaining speed.

Hard work. I don't believe in excessive weight training on the upper body for pitchers. Leg strength is important for your stride. Many people add velocity sheerly by working with someone who knows what they are doing with their mechanics. And do a LOT of throwing - short and hard, long toss. And be aware, some people just don't have the arm to get into the 90's, or even the 80's. Otherwise, everyone could throw as hard as Nolan Ryan did.

Strength helps, but something we like to call "arm whip" is as important or even more important than strength. "Arm whip" is basically how fast you can move your arm. It has as much to do with flexibility as strength. So being flexible is VERY important. depends on what you are throwing. breaking balls dont need a lot of speed, just to have a sudden, controlled movement.

mechanics, strength, and conditioning. and also remember that practice does not make perfect... perfect practice makes perfect. but strength and mechanics are the two big ones.
