one cd was 9.49 and another was 19.98 if shipping and handling is 2.79 per cd why my total came up to 36.83

Sounds like sales tax, to me, or maybe you paid for expedited delivery? If there's a phone number for the company, give them a call.
Personally, I don't deal with companies that don't give me a customer service number.
