recently, I bought a 100 gallon poly tank at a auction for 20 bucks. I noticed that there was a white chemical or something in it. So I was wondering what chemicals and steps i could use to clean it up so it would be safe enough to put water in for my garden???

I would try about two cups of laundry detergent, fill it with warm to hot water then rinse it out a couple of times or so until you have no more suds coming out.

I would have the water tested to see what chemical you are dealing with and go from there, you may have to get it professionally disposed of due to environmental laws.....If all goes well with that and it tests ok:
You could either A get it to a car wash to presure wash it there or either B pressure wash it at home if you have a pressure washer...and RINSE RINSE RINSE!!!!!!!
