If you listen closely, can you hear a slight hum. If so, turn it off and look underneath the disposal and find the reset button and push it. Try to turn it on. If it doesn't work, get a tire iron from the trunk of your car and see if you can turn it by placing the iron against one of the disposal blades and hold it with two hands and turn it clockwise. If you feel it turn, push the reset button again and turn it on. Good luck!

I'll guess that the disposer does not spin when you turn it on. The spoon is jammed between the blades and the housing.
There should be a hexagonal shaped tool somewhere under your sink. It looks like a bent Allen wrench (which is what it is). If you can't find the wrench, a hardware store will sell you a new one. On the bottom of the disposer, right in the middle, is a place for this wrench to fit.
Unplug the disposer, or if you can't unplug it, make sure noone will be near the switch while you work. Put the wrench in the bottom of the disposer, and try to turn it. If it won't budge, try the other direction. Keep wiggling back and forth - eventually you'll free up the jam.
Now, reach into the disposer and remove the spoon!
There ya go!

You may need to remove the garbage disposer to get to the spoon. The spoon is probably what is making the water drain slowly. Like the poster above said, you may want to check the breaker/fuse to the garbage disposer. There may be a red reset button on the disposer, so try pushing that if there is one. You may end up having to replace the garbage disposer.

'don't ever stick your hand down a disposer. Go turn the circuit breaker off, now can you take a long wooden spoon and spin the disposers blades. If not, then try to work it back and forth to see if you can free it up. If this fails then it's time to get under the sink and drop the disposer down and look for the trouble. The spoon has to be there somewhere or at least what's left of it. Good luck.

Turn the disposer off. Get a flashlight and look and remove anything that doesn't belong there. You may have to hold the rubber splash guard to one side. Remove all that shouldn't be there and then look on the underside of the disposer mechanism for a little button (often red and often rectangular) you can push in so that it stays depressed. That's the over load. Then, try the wall switch. If it still won't turn, get a boomstick, plumbers helper or some other hefty wooden stick and move the center plate of the disposer by prying. Keep doing that and looking for foreign objects you can remove and it'll eventually run again.

You can purchase a disposal wrench which you place inside and turn until the jammed item breaks free, or there is another type,shaped somewhat like the letter S which inserts in the bottom and turns. Either one should clear the jam enough you can remove the item causing the problem. Then re-set the red button located on the bottom or lower side of the disposal. Sometimes you have to break the item free more than once to get it all out.

First you need to have the disposer turned off ( turn it off at the fuse box ). Second, remove the spoon and anything else stopping it. Third, turn the fuse back on and turn the disposer on. If the disposer does not run, turn it off. Reach underneath it and there should be a red push button switch ( reset button ). Push it and the disposer should now work.

Your spoon may have chit canned your disposal you may need a new one.
Did you check the fuse?
