Child Restraints
Children aged under 10 years old are prohibited from travelling in the front seat unless all the rear seats are occupied by children under 10 years, in which case the oldest child can travel in the front seat.
Drivers must wear a seat belt and ensure that passengers wear seatbelts.

Its is not a rule, but a recommendation. It's also recommended that this seat would be placed right behind the driver's seat or right behind the rider's seat.

Most of times here in Brazil we can see the mother seating together with her child, taking care, while someone else is driving the car, of course.
