A person can feel that another person is meant for them, but to say that you belong to them is a control issue.

Unfortunately no. Most people don't Commit to each other on the levels they used to. Like in my Grandpa's day divorce was viewed as an abomination, Nowadays people break up or get divorces for anything from "she snores too loud" to "my career comes first". I think you can blame a lot of this on this screwed up culture we live in. No one believes in absolutes anymore, everything is relative. Especially American morality, and our commitment to our partners has suffered because of it.

Only if they are minor children. According to the law they belong to you if you are the parent or legal guardian.

Have you seen that Super Rich commercial with the 2 people sitting there talking about what they can buy and what they can't?
The man says that you can "buy" people lol. But that's just a commercial. I don't think you can legally own a person.
