The children are waiting to be picked up by their parents. A statement is made saying that they were notified about the kids and they were on their way to pick them up. I think the girls note just explains her pain about her mother's death and the struggles she has with it and her hurdles she faces by being deaf. The phone call is just referred back to at numerous points of the film. It gives you different points of view during the call. Hope this helps some :)

The movie is really about communication. The end is supposed to take you back to the beginning because it has armed you with the knowledge of how the inability to be understood and hte series of miscommunications resulted in all of these situations.

What is said in the Japanese girls' note is less important than her reconcillation with her father over her mother's death. The kids are found and are ok according to the meeting between their nanny and the border agent.
