Temari won
it was unlucky for Tenten because Temari was the worst person for her to go up against. Tenten specializes in weapons and Temari blew them all away. Temari beat Tenten in three moves. the whole fight took five moves. if u want to know all the people who won the prelims than here it is:

Tenten uses mostly projectile techniques. She has perfect aim, and can use scrolls to summon and throw hundreds of weapons at once.

But Temari controls the wind. She easily knocks back all of the shuriken and is never even touched. She just toys with Tenten until the end. After Tenten is exhausted, Tenten makes a giant whirlwind that knocks her out easily.

Temari is the one that won in the chunnin exams.
Its so sad actually since Tenten was so good- but wind and weapons just don't mix I guess.
