How is advertising financed/traded? (what are the major companies that pay for advertising)

What is the government’s involvement in financing media?(Does the government tax advertisements or give a certain percentage of their money towards advertisements)

Are there licensing fees? If so how much/how often?

I know that the Brazilian Banks are complicated .
E.g One can only open a bank account there if one is Resident .

In Brazil last year it took me three hours to collect a transfer by Union Express.
