First , you have to find the copyright owner(s) of the music. Then you have to serve the copyright owners with a "Notice To Obtain a Compulsory License".

Second, you need to pay them a fee, or what's called a "Statutory Mechanical Rate". Currently the rate is about 2 cents per 4 minute song.

For example, if your Mix CD has 10 songs that are 4 minutes long, you should budget around a $1.00 per every CD to pay the license fee. You'll have to pay the license fee for every CD you intend to sell and you'll have to pay in advance.

This will keep it legal and you from being sued.

It is completely illegal and a major violation to copyright law. As for contacting the publisher, I doubt you would even get an answer. If you did, they'd probably laugh at you unless you planned on selling 500,000 of these CDs or more

you have to obtain the mechanical licenses for all of the songs youd wish to use from the record labels that the artists recorded the album with. This requires you pay royalties from your profits as well as paying to use the songs. If you don't do this, you are copyright infringing, and could get in serious trouble. Word of advice, unless you plan on selling thousands of those things, don't do it. You'll end up in debt.
