Ok now I'm getting confused with all these answers your getting. Is it a desert tortoise (even if it is small) or is it a turtle? My tortoise loved apples and Romaine lettuce. But in the summer he'd eat watermelon and carrots grated up but I didn't know a tortoise would eat bugs. Oh yeah and hibiscus flowers and only the real green blades of grass.

1. What species?

2. Most common reason tortoises do not eat is that the temps are too cool for it, or the humidity is wrong.

3. Knowing the species would help us offer the best possible diet.

Edit:
If this is a box turtle, then about 75% of its food in the wild is 'bugs'- insects, snails, worms, arthropods, etc. The rest is a mix of whatever they can find- carrion, mushrooms, berries, grasses, leaves, etc.

A baby tortoise requires more protien than vegetables. Have you tried live worms? Your local pet store should have a variety. Dusting the worms with a a product like ReptiVite will give him the nutrition he is missing until he becomes interested in fruit and vegetables. Prey needs to be moving to trigger the feeding response, and you need to keep offering him vegetation. They DO LOVE brightly colored vegetation like flowers, but it does not provide him with much nutrition. (I'ts like feeding a toddler candy!!!) Most have a sweet tooth, so try strawberries or watermelon.
