I am looking to build a website that will need a dictionary search engine on it. Are their any free-open source dictonary engines I can use? Can I legally create a mashup with say "encarta"? Any suggestions would be super helpful.

Hi, you could reference this WEB SERVICE, it is a SOAP webservice call.

Those guys supplied this web service free for developers.
Information about that Dictionary Web service is here: http://services.aonaware.com/DictService/

Remember it is a SOAP Web Service, and every language supports SOAP. Just find a tutorial on the language of your choice and use that service. It is as simple as referencing that website and just using its methods for calling.
