If not, that is where you should start. You don't very clearly indicate what you mean by 'dirty water'. If the water supply to your residence is municipally provided, chances are that your issue is not the fault of the landlord. If a water well serves the property, then perhaps there is an issue with the well. Do remember that 'dirty water' is not necessarily 'unhealthy water'. If the water is somewhat rusty in appearance, but passes health standards, I don't know that you will have a legitimate complaint.
