Humidity is generated by the shower. It condenses on cooler surfaces. like the mirror and the wall. The air can only hold so much.

your shower generates humidity which cools and collects on a cooler surfave your mirror. the water collects on your mirror and there is a layer of water ontop of the mirror so it appears foggy
