This friend lacks thoughtfulness a lot of times. It seems like she doesn't know or care what hurts feelings.I know I should tell her, but is there a way to tell her shes rude without BEING rude???

Pull her off to the side if you are in public and being rude and tell her how other people might be offended by her behavior. In the end I think she will appreciate the fact that you are being so honest with her. She might not realize how bad her behavior is.

Just simply tell her that she being rude. Tell her how you feel about her being so rude maybe she doesn't realize that she is being rude
