My son was born at 31 weeks and was put into level two. There were babies there that were born earlier than that or who had more severe problems. Those babies were placed in level three, where they needed the most care and observation. Level one is when the babies are well enough that they don't need as much observation and are on their way to going home. When my son got to this stage, he was put in the "departure" room, which was the room right next to the door because he was a week away from going home at that point. It was a great feeling when he was moved to that room, but it was still heartbreaking to go there every day. Best wishes to anyone who has to go there for their children.

It has to do with the level of support the infant needs. Level 1 is in need of support & observation, but is not as critical as the next two levels. Level three is the most fragile infant in need of support & care.

I think it's the level of severity. 1 isn't a baby that need observation and 3 would be very serious condition.
