Is Dimple Chin a birth defect or a genotype? Is Dimple Chin (Cleft Chin) more common in Caucasian than other racial groups?

It's caused by a dominant allelle, which means that if you have the genotype, you have the phenotype.

I don't think it has been studied extensively as to its appearance in specific "racial" groups, but it is not exclusive to any group.
