perhaps it's just a question of self-confidence. you say that you are self-conscience about the birthmark on your forehead, but if you maintain eye contact with people, they will be less likely to pay any attention to it because it puts them on the defensive about not wanting to look at it while you are keeping direct eye contact with them. maintaining eye contact with others (not a stare down, mind you) give projects the feeling that you are a confident person that knows what you are talking about, or that you are genuinely interested in listening to what your audience has to say. if you practice looking into people's eyes and thinking like this, you will soon start to believe that you are that confident person and can that simple act can drastically change your perception of not only you of yourself, but also how others perceive you!!

It is hard to make eye contact with the people you don't know, but sometimes if you want to make friends and be known, you must. Try not to become too shy and look at the person who is talking to you; however, don't stare at them or anything like that, just show enough attention to them. Whenever I speak to somebody, I might look up at something unimportant, but my company is who I must pay attention. The only time I would avoid eye contact is when you are driving and other drivers are next to you. It's not good to make eye contact then because they might take it the wrong way. Anyways, good luck on making friends out there. :)

That used to be my problem when i was in elementary school. It's probably bc ur shy, but now i can do it with ease because u become more confident in urself. You should practice doing it, and if people sense ur shy and can't keep eye contact trust me it's a turn-off. I couldn't do it with my teacher for example and she thought i wasn't paying attention to her she was like wat's wrong lol

Perhaps you can practice (without them knowing) on someone you are semi-confident with. Such as not your family or best friend, but someone who is more than just a stranger, someone you kind of know already, but not best friend like.

Looking someone in the eyes shows you are paying attention to what they are saying and that you are interested in what they have to say.
