The most well-known phase of Roman government was the period after Emperor Claudius's reign. The Republic was again ruled by the senate, with a triumvirate (3 men of proven worth) elected by the senate to oversee the daily affairs of state, as well as represent the Republic to foreign powers. This form of government was not a lengthy period in a Roman history dominated by the two extremes. Absolutist Monarchy in the form of an emperor free of any check or balance on their power at one extreme, with wild cults of personality dominating huge blocs of a senate bloated with power at the other.

As to "how Romans got things done", the answer here is very simple. Decisively. Depending on the issue, and its relative import to the prosperity/safety of Rome the interval of time that passed before the Emperor/Senate chose to act might be longer or shorter. Once decided however, Romans acted unilaterally and ruthlessly. If for example a trading ally refused to grant concessions asked for by Rome, it might take as little as a single vote by the Senate, or edict from the Emperor (depending on which office was in supremacy at the time) to have the uncooperative nations assets within the Empire seized.

The Romans, unlike many global powers which came after them seemed to care not at all for their "image" in the eyes of anyone but Rome.

So while elements of government pioneered by the Greeks/Romans are used today in our own government for someone to say the Romans did things in much the same way we do is utterly false.

The Roman's had a Republic like we do in the United States, that means representative government...they had a Senate, and the Senators were representatives of the people. The Greeks had a direct democracy... it was MOB rule essentially...

well the emperor had the most power then the senators.
