First off, we will never pull-out of Iraq . Not entirely anyway .
Secondly, I believe it's complicated, but I think the President is keenly aware that he must get the job done fairly soon. . . .within a year there needs to be huge success . Right now even the Liberal networks are reporting that the surge is working !! Hooray, they admitted the truth for one day !! Iran and Syria will probably get hit fairly soon as well . And you can bet your bottom dollar that President Bush is keenly aware that if a Democrat were to win the Presidency, we are in for real trouble . At least that's what 99% of all Conservatives and Republicans think . Believe me it may even be higher . The irresponsible actions by the Democratic Party with their flip-flopping on their support for the war and our troops has resonated so much within the Republican Party and its supporters, that the President almost feels compelled to 'take care of business' before it's too late .
Take a look around you and whaddya see ? Can you find even more than a handful of Conservatives that don't believe that the Democrats are a danger ? And 'danger' motivates people . Even the far left wackos recognize and admit that when they claim that 9/11 was an inside-job . They claim the President did it to put fear/danger into people, and then he could do as he pleases .
Not all these views are mine 100%, but I recognize all of their possibilities !!
EDIT* - BTW, that was a great question . It definitely provokes deep thought !!

It depends on the candidate. Some Republicans are arrogant while others are needed in Congress. I think the Republicans will win back the Senate, since the Senate is just barely Democrat. I say this because the Democrat Senators have not provided a better alternative, so people will be skeptical of them too. I think a better Republican President will be elected, because Republicans are generally known to be efficient at war-time (Bush is the exception, not the rule). I dont think America wants us out of Iraq, America just wants the nonsense to stop on both sides, including mismanagement, Halliburton, and cut and run policy being presented by the Dems. I think the House will remain Democrat because people also want to maintain a good economy, and Dems are known to be economically efficient, as long as they dont propose things like universal healthcare and other drastic changes.

Its going to hurt the democrats any way you look at it they don't have the power to pull the troops out that power lies only in the executive branch the only thing the democrats can do is cut off spending for the war which leaves the solder out there with no food no armor and no weapons basically left to be killed with no help from their countrymen it has to be the sadist event in American History since the Civil War if it happens. I have already heard from a few senior citizens that are sick to death that they voted for these Democrats and the seniors are the largest group of voters and generally have voted democrat since FDR

It is very possible that those twenty-one Senators or, at least, most of them will be replaced. If they have supported Bush and have been responsible for blocking the will of the people they might as well plan on not being in the Senate come next year. Things are looking better every day. As more and more Republicans are caught doing illegal things at all levels the better the chances for the Democrats even to a landslide.

The Democrats have 12 seats up for grabs, as well, and of those, five are reasonable battles for the GOP.
Personally? What if those 33 seats all became Independent or Third Party seats? Now there's something worth pondering, even if unlikely.

It will hurt the Democrats because they will have failed to keep their campaign promises... they made all these promises w/no course of action to implement them... Americans will realize that they are completely full of crap!
