generally speaking glues require a certain amount of air contact to set ... there is no significant air between the glue and the bottle.

if you leave the lid off a bottle of glue, I think you will find it does congeal / set to the glass top where it is freely exposed to air.

there is no air inside. the bottle of the glue stick

There are surfaces to which some glues will not bond when wet. There are also some surfaces to which some glues will not bond even when dry. You can bet your boots the glue manufacturers did their research and used materials to which their product would not adhere when wet to make the containers for that product. It would be poor marketing not to do this.

simple, because it cannot bond itself with glass. try pasting a glass with another glass with the same glue ?

It will as soon as the air gets to it. After you open it it will dry up if you don't keep it air tight..
