If you want it to be more accessible to readers, I would suggest dividing it into several shorter sentences. If you think about it, no-one really uses that long sentences in ordinary talk. Try pronouncing it without breathing in the middle...
On another note, the word "since" seems wrong. What is it you really want to say. That any defects must be determined before the final handover, or after it? (Use "before", "after" or perhaps "at the time of" depending on what you mean.)
The key to making shorter sentences is adding explicit subjects. For example, put a period after "construction", and write "Any such defects shall be firmly...".

Do you mean defects shall be determined after the handover?
By works, do you mean blueprints/plans?
What does the phrase "planned age of construction" mean?
Here's a suggestion that may be wrong, though clearer:
Potential structural defects determined to be the responsibility of the contractor shall be strictly limited to those stated in the planning document. The contractor will not be considered responsible for defects of any kind which are discovered more than ten (10) years after transfer of ownership of the plans.

If any defects are found in the structure constructed, upto10 years from the time of its completion and its handing over or the time specified in the agreement of construction, whichever is longer, they shall be the responsibility of the contractor.

I get a bit of what you're saying... try to shorten the sentence or make it into two, and try to keep the terms simple for easier reader understanding. :)
