Either they-
A. Don't know what they're doing when they are putting on makeup in the morning (just honestly have no idea how to put on makeup in general).
B. Have bad lighting in the room which they do they're makeup in (it could look lighter depending on the variance of light).
C. Are making a statement, dressing up for a specific scene (maybe they're going to a punk or metal concert after work?)
I would lay my hopes in answer C., but it's really just because it's what I'd like to believe, it's probably one of the other two.

OMG I come across this EVERY DAY in my job at a macy's cosmetic counter! It is my job to stop this scourge dead in its tracks!
It DOES NOT look like a tan
it DOES NOT look natural
EVERYONE CAN TELL what you've done.
Here's the solution:
Match your skin. TRY ON THE MAKEUP AND BUY THE ONE THAT MATCHES!! Go lighter--YES,LIGHTER with your makeup, then swirl a little bronzer over our powder and I promise it'll look so much more natural!!

Because they are trying to match their friends look, or simply because they do not know. Suggest a makeup specialist to her in a manner that will not offend her. Most good department stores have professionals that can assist.

maybe they bought it already or it was just a gift, given by other people and they try it on and it was too late to remove it.or simply they just dont want to throw it even if it does not match their skin color.whatever, it is just the attitude to carry it! don't mind what others will tell u as long as u are confident ryt?

They didn't get MAKE-UP 101.. They just need to be educated about makeup.. Tyra Banks & Oprah had shows on this; maybe they missed the episodes..

Not sure. It could be that they bought the foundation when they were darker (tan) and out of habit, kept buying the same shade.
