First, check with Human Resources to see what company policy is about using the business computers (and time) for personal use.
Depending on how closely you have to work with him, and what the office politics are (how much in trouble you'll get by turning him in) decide whether to confront him directly or turn him in to his superior. Can he make your life miserable?

You may want to let him know what the HR department says about downloading ringtones and what kind of trouble he can get into for using computers for his personal use.

Also, be very sure that your office behavior is squeaky-clean because once you point out someone else's transgressions, they will watch you very closely to see you're not out of line in some way.

I agree that a downloaded ringtone is very annoying when it plays coming in! You could wear earplugs when you know he's going to get a ringtone in.

Simply tell him to stop. Tell him it is very distracting. He is probably very young and doesn't have the true concept of life and the daily working day. Tell him that his job at work is not to download ring tones, it to do what his hierarchies tell him to do. He should have his phone on silent. Tell him to turn it off, put it on silent, or you will take action and tell your boss that it is very distracting not only to you but to others also. Hope I helped,
John
