Tsunami is a fundamentally different than a surface wave. Since tsunami is generated by seismic activities of the bottom of the ocean the energy is transferred to the entire column of water measured from the bot om to the surface. The surface waves generated by winds have minuscule amount of energy in comparison to tsunami.
