Some cities have passed 'living wage ordinances' if the person working is the head of a household below the poverty line. Also, families can apply for the Earned Income Tax Credit to receive a tax break if they are below the poverty line. Raising the minimum wage will not help, as most of the workers working these jobs are teenagers who are dependent on parents who are well above the poverty line. This would just put more money into families who are already well off.

Also, in response to the comment below, people do not "take advantage" of the programs to teach them skills so they do not have to work minimum wage jobs because many of these training programs take a lot of time, time that must be spent working in order to keep up with rent, buy food, etc...

Good news, society is giving them plenty of opportunity to develop useful skills to ensure that they never need to work for minimum wage anymore.

Why aren't they taking advantage of that?

the only people actually making minimum wage are teenagers or people who don't try
