I was thinking of filming the cars driving slowly, and just speeding up the film while editing. Would that produce good results?

Filming cars driving slowly and then speeding them up in editing is not going to pan out the way you think. Trust me on that. It'll just look like someone hit the fast forward button and people will expect Charlie Chaplin to make a cameo.

It all depends on how long and detailed this chase is going to be. Is it just a couple of cars racing each other? You can actually film that on an open highway. For example, you need one person in front of you in an open bed truck to shoot the lead car and then you could have another camera shooting the back car at a different anlge so you don't pick the truck up.

If you've got explosions and gunplay, etc., you're going to need permits and/or private property to pull it off realistically.

The official way to do it is to get permission from the appropriate government agency and get them to close the road or roads involved.

An unofficial way would be to film early on a Sunday, having acquired saw-horses with which to block the road yourself. You'd have to have more people involved so they could observe the roadblocks and let you know if a civilian wanted to come through or if the law discovered you.

Filming the cars at regular speed would not work.

So long as there was nothing else in the shot, like a little old lady crossing the road or something ...it could look a bit keystone-coppish .... you could use dinky toys against a green-screen then composite them into live-action backgrounds, with CGi explosions, and a tame pet lizard to do the Godzilla thing .... how big is the budget?

An empty street or dirt road would be sexy but, you could also use someones property a friend, family member so forth. -rocks out 2 CKY - 96 quite bitter beings -
