i have been served with a fine of $80.00 because i have violated a rule more than 1 time. if i am asked to leave, are they obligated by law to return my prepaid rent?

Most rules and regulations should be spelled out in your contract with the H.O.A.
Yet with every HOA meeting there can be changes to the covenants. So in most cases majority rules.
If you are subletting from a private homeowner, Check to see if you have a vote as a resident.
Most communities like these restrict homeowners renting their house or condo, so check to make sure that's not an issue before you go "make hay" with the H.O.A.
As far as what a H.O.A. can do, I have heard of some really petty rules such as no pick up trucks (even new) allowed to be parked in your personal parking areas.
Basically, if it's a rule that doesn't violate your civil rights or local ordinances, there can be some extreme regulations.
If you are ordered to leave, I guess have an attorney read to see if you have any grounds to fight and decide if it's worth your time (and legal fees) to contest a decision.

If 'they' refers to the HOA, you never paid them rent. You paid the owner of the home you rent. The lease you signed most likely requires you to abide by the HOA rules and regulations. Depending on the laws in your area, your landlord MAY be required to refund pre-paid rent. If you never receive a copy of the rules, your claim is against your landlord, not the HOA.
