Are the Judges like Judy, Mathis, and Brown real judges. Now I know most of them were judges in the past. But with all of the stupidity they talk I wonder if their decisions are bound by law.

Yes, the participants agree to abide by their decisions.

Some seem to be more than others. I think Judge Millian on The People's Court always is - even when you can tell she wants to side for the other side. Judge Brown seems to give a lot of punitive damages which is really only supposed to be used if someone does something so heinous that they are given a financial punishment (instead of just covering what was lost.) I don't think Judge Judy pays any attention to the law, she decides who she likes and dislikes before they ever walk in and pretty much tries to sway the "story" her way by what she allows and doesn't allow people to say. I think they're a little more liberal on the judgments because most of the time they're (the "litigants") not really paying. They usually take the judgment out of what the participants are being paid to be on the show and then split the rest. So if they want them to leave empty-handed they will usually award a bigger judgment than they would in a "real" court.

As far as it being an actual judge, yeah, they're actual judges (or were) but they're out of their jurisdiction so they make them sign an agreement and it's more of a settlement saying that they agree to follow the "verdict" and never re-file the claim.

The verdicts are based upon law and are enforceable. Sometimes they comment more than is necessary, but that does not make their judgments illegitimate.
