I live in a two floor townhouse with the townhouses in one building in a "row", our back porch is less than 2 feet away from our neighbors and when your out there their obviously in talking range.

What is etiquette? Do you act like their not there, or just say "hello" or wait until they speak?

Also, no one else has anything like this, but would it be rude or against some rule if I put up a garden trellis thing/walling thing that gave me some more privacy?

You are in the privacy of your own home. Live comfortably, but be sure to be courteous when you come in eye contact with a neighbor. A simple hello is nice. You are right on when you suggest purchasing plants etc. If it's not against policy to do, feel free to make your home as comfy as possible.

My mom put up a bamboo window shade on the inside of her balcony for privacy; it works wonders. I'd just say hello when you go out, then carry on with your business. If you have a magazine and drink in hand, they'll know you're busy. Or you could lay down on a chaise lounge where you're not in plain sight, and they'd be more likely to leave you alone. You could also pretend to be on your cell phone for the first few minutes you're out there if you don't feel like talking.

Just be neighborly!

And there's nothing wrong with putting up a trellis, as long as your management allows it.

I would say hi and then move on with what i was doing.
Just like i do when I am outside working on my yard and my neighbor is out there.
