Or is this discrimination? My landlord doesn't allow children living in our apartment complex, & neither are pets allowed, but she chooses favoritism & lets one of my roommates in my shared apartment have 2 cats, but she won't let me have any pets. That's not fair.

Yes they're allowed, Check your lease.

Two issues here:

1. The landlord can discriminate at will against pets. He is within his rights to allow some and deny others. I agree it isn't fair - but it isn't illegal.

2. Children are a different issue. As far as I know, only elder housing (55+) can discriminate against minor children. Take a look at http://www.hud.gov and read about "familial status" in the 7 federally protected classes. If your landlord is a private landlord, he may be exempt, but he's on the razor's edge to say "no children" in my opinion.

It does not seem fair but sometimes life is not fair. If your rental agreement or lease allows pets, you have a legitimate gripe. If your agreement forbids pets, you are out of luck. Same thing with children. If your rental agreement does not specify, the local laws apply. If the law restricts the number of residents in a unit of a certain size or number of rooms, then that will be the determining factor. They cannot just keep your kids out for no reason unless you agreed to it or the law prohibits it.

You already have 2 cats in the apartment...he propably just dosen't want anymore animals there.

It is not illegal so yea they can..did you read your lease?
