I have been talking to a Russian woman for about 2 years and she would like to visit the United States. She says she has a tourist visa but needs 1800$ to pass through customs. Is this true.

No she does not need 1800 dollars to pass through customs. In order for her to get a tourist visa she would have to apply at the US consulate and you would have to send her an invitation letter. Even then she may have a difficult time getting a visa.
generally the US consulate has a couple of requirement before issuing visas. While it is not impossible for her to get one without any of these it is very difficult.
1) Money in the bank or owns property.
2) Family ties. IE. Children
3) Great job.
The fee for the visa is 100 dollars.
The other visa is a K1 visa for marriage. But before you are going to get one of them you will have to go there and meet her in person.

No I am not against meeting Russian women and bringing them to the US. I am engaged to a wonderful Russian woman and am going through the process at this time.
But before I met her I was talking to a scammer. I never sent money but was disappointed when I found out about her.
I can not stress enough do not send her any money because the loss of the money is nothing compared to the disappointment you will go through.

I wouldn't be sending money to anyone if I were you. Scam. It doesn't cost anything to go through customs.

If this is really what you want, tell her to borrow the money from someone else and you will repay her when she gets here. Better yet give her the money when you drop her off at the airport on the way back. Bet after you do this, you won't hear from her again.

Seriously you clearly are not thinking "away from the situation". Take the advice of the guys above they clearly know what is going on!
