I don't understand the question?

Are you asking if Mexican towns, business etc. on the border of Mexico and the U.S. are payint rent? Well that all depends if they own or are renting the property they occupy.

If you are referring to the border that U.S. Customs is going to build, that is being paid by the U.S. Tax payers.
