No. The character on the left is Danny Phanton, The character in the middle is Timmy Turner from The Fairly Odd Parents. However the character on the right is Cindy from Jimmy Neutron.

Okay, if we limit only to Nickelodeon characters, then here are the description on them, like many already said it:
Left - Superhero with black and white outfit
-- Danny Phantom a.k.a. Danny Fenton, the main character from "Danny Phantom".
Middle - A kid with a big head and buck teeth
- Timmy Turner, the main character from "The Fairy Odd Parents".
Right - A blonde girl in jumpsuit sitting on a seat
- Cindy Vortex , from "The Adventures of Jimmy Neutron".
However, these figures look deformed, they looked like they were another characters or even based on another characters.
The Cindy figure for example look like a modified figure of Jack Jack Parr from "The Incredibles", sitting on a baby car seat.

No, the one on the left in the black is danny phantom, and the one reading the book is timmy turner from fairly odd parents, not sure who the girl sitting is.
