Depends where you live. If you live in London, it's 7 minutes after midnight. If you live in NY, it's 8:07 pm.

In regular time, it depends on where you are.

I am in Adelaide which is UTC/GMT +9:30 hours which would mean that 00:07 GMT is 9:37am Adelaide time.

Use the world clock to find out your local time relative to GMT and then calculate your time when it is 7 past 12 in Grenwich.

GMT is the time in Greenwich England, where by consensus among the countries it was decided would be the "start" of the day.
So when you say regular time do you mean Eastern Standard Time, Eastern Daylight Savings Time, Mountain Time, Pacific Time...?
There is no such thing as "regular time". Its all relative to your location.
