You cant go to the D-league out of high school. The D-league is for the drafted players and some undrafted players who arent yet good enough to make it to the NBA. They're like minor league farm teams.

If you aren't as skilled you go the the d-league to improve, sometimes people go from collage or unversitys or highschools, but if you get drafted or are a real talented free agent you'll go straight to the nba. But if you don't play well in the NBA you do the the D-League

The only difference with the D leagus is that you have to play a full season with them, like if you are all star D leaguer, you just dont get signed all of a sudden you gotta put in your time like everyone else. Matt Carrol has improved, Patrick O Bradley is in, and Gerald Green improved.

Yes, it is like a minor league for Basketball. If you don't get drafted you can go to the D-league and show your talents to see if a team is interested in you.
