I see post all the time that it is illegal to do this.
The criminal code of the United States (18 U.S.C. 331), indeed makes it illegal if one "fraudulently alters, defaces, mutilates, impairs, diminishes, falsifies, scales or lightens" any U.S. coin. However, being a criminal statute, a fraudulent intent is required for violation. The mere act of modifying coins into souvenirs etc is not illegal without other factors being present. So smash your pennies in the souvenir machines or make yourself some rings. Just do not try passing them off as money, or try altering a coin or bill into something of a different value.

You will need something pretty strong to punch though metal. Good luck finding it. By the way, a regular hole puncher won't cut it.

Just remember, it's a federal crime to deface or destroy coins and currency. Don't get caught, they may make an example of you. Best of luck.
