In tournaments with qualifying rounds, how is the lucky loser determined? Is there a set procedure, or is it simply pure chance?

A lucky loser is chosen by this criteria

the player that loses a match in the final qualifying round and has the highest ranking will be the lucky loser. If there is 2 lucky losers, the 2nd highest player who did not make the cut in the final qualifying round, will be the next lucky loser, and so on.

It's uqually determined by the ranking. The highest player who has lost in the final round of qualification is the first lucky loser ,,, I heard that it was some kind of other procedure in Roland Garros

It is pure chance, they just pick it out of a hat or something along those lines.
