Can Any Cell Phone Be Used with any phone service?

I live in canada, Ontario For Example there is this phone that rogers has but i want the plan with telus is this possible

you can get the phone unlocked and use it that way.ebay has a lot of unlocked phones for cheap so see if the one you want is on there

no, this is not possible. however try looking at telus, they may have the same phone.
