Because the entire earth rotates west to east, the sun rises in the east over all parts of the earth, not just in America.
In the fall and winter it rises in the east further south and in the spring and summer it rises in the east further north, but always in the east.

America is 2 continents. If you mean the United States, it's a country about 4 time zones wide. It rises in the east but over all kinds of differnet landmarks depending on where one is. Sometimes over water, forests, the city, desert, etc...

Looking from the east coast, it rises over the atlantic.
Looking from California, it rises over Nevada or Arizona.
I'm not sure it DOES rise over Detroit....
