I think it can subjectively, based on someone's own personal experience throughout life. On an objective level it must be impossible...everyone has different notions of what absolute happiness is.

In positive psychology they have certain quantitative scales which claim to measure happiness..
If people are asked: Are you happy on a response scale from 1 - 7, then one should be able to believe what they tick in the box? One can also use questions which measure more spesific happiness; like "Are you happy with your work"? Are you happy with your economical situations" Are you happy in family events. and such. and then sum up everything:D
One may also correlate it with reports from other people about the respondents being measured.
(One objectively measures what people subjectively experience as happiness and how much. One will not be able to measure what happiness objectively is anyways - and why should one? It would not exist without people - and for people it existis subjectively.....)

You can't really put a numerical value on it because i think happiness has no limits. The happy person is one who is always busy with making others happy and has no time to think about his own problems. And since there are literally an infinite amount of not so happy people out there, it makes sense to say that happiness has no bounds.

No. Happiness is the rays of sunshine through the rain. Happiness depends on the person. Someone might be really happy but say that it's the saddest they've ever been. Someone else might be sad but say that it's the happiest they have ever been!

Not literally :] But in a sense, yes. Sometimes you are just "kinda happy" sometimes you are "extremely happy", "exstatic", ETC. It is more of a describing word than an actual concept though, i think :]
